Create a REPAIR macro

Ajax has been prone to breaking things by deleting, adding without setting perms or otherwise messing perms up on critical AGS elements.

Need a REPAIR & REPORT macro which checks and fixes whether:

*⃣ Escrow exists, if so set to OWNER for all players

*⃣ "Market" has "Armor", "Equipment" and "Weapons" and set their contents to OBSERVER for all players

*⃣ "Market" has "Magics" and set contents to OWNER for all players

*⃣ "Spells" exists and set contents to OBSERVER

*⃣ Create full set of Spell artifacts for GM

*⃣ HEROES and MONSTERS exist for combat tracker

*⃣ "Templates" has "Backgrounds" and "Races" and set contents to OBSERVER

*⃣ "Feats", "Features" and "Effects" exist and set contents to OBSERVER
